It is completely clear to the Montenegrin public that there were not negotiations in Rambuillet. It was offered to the Serbian delegation something what was not a capitulation but something more like “take it or leave it”. According to already used principle what is bad for Serbia and Yugoslavia it is good for Montenegro, the incumbent Montenegrin government accepted Rambuillet. Montenegrin expert team was monitoring the development in Rambuillet (these cannot be called negotiations) form the hotel Crna Gora which is situated in the center of Podgorica. There is not information if all members were present but their statements were agreeable 100 percent. That confirmed the statement of Milo Djukanovic on the forum of DPS in Podgorica on the 19th March this year, which represented how their statements were agreeable with the aggressors’ statements. He said:
“In the negotiation in Rambuillet a platform of high quality has been offered, which appreciated completely that Montenegro was interceding from the beginning of the Kosovo crisis escalation. The platform guaranteed the integration of Serbia and Yugoslavia, autonomy of Kosovo as a part of Serbia and an international military presence”.
To assure that there is no place for dilemma Milo Djukanovic concluded:
“If I were the one who had negotiated in Rambuillet, I would signed the agreement the very first day because it is good for Serbia”.
What is offered in Rambuillet, and what Milo Djukanovic would accept is described in his few segments.
For example he said:
“NATO will be immune of all legal proceedings, civil as well as administrative and criminal”.
Also one of his statements was:
“NATO staff will be able to access and pass over FRY, including air and territorial water using their vehicles, ships, planes and equipment. That will include also using military barracks and other objects, necessary for support, training and operations”. Just these three points speak enough that accepting of Rambuillet means loosing sovereignty and completely capitulation. What Serbian delegation should sign and with what “STATUTORY HALF OF YUGOSLAVIA” which means Montenegrin government agreed, was more than capitulation, it was surrender, and it was humiliation. Concerning that the territory of Montenegro should also be “visited” by NATO forces, the only question is if they should be “disturbing factor” to the Montenegrin regime, which was popular name for Yugoslav army in the Montenegrin media.
We also will never know if NATO would be asked to stay in barracks or they would be very welcome through the European Montenegro unlike Yugoslav army.
The warning of Vuk Boskovic the assistant of the Minister of Interior Affairs, to the citizens of Montenegro to stay at their homes, which was repeated in media, was the overture for the arriving of NATO troupes, whose soldiers would be freed of any responsibility according to Rambuillet.
Of course the citizens would be safe until some black or white NATO soldier would like someone’s home. In that case according to Rambuillet, it has to be consigned to “NATO’s Peace Mission”.
That mission could burn your home and according to the agreement in Rambuillet it would not be responsible for that or for any damage to private or public goods in FRY.
All these and even more NATO could demand and it has demanded from them.
All these the Montenegrin government would accept and it has accepted.
This is only a little part of what has ultimately been offered in Rambuillet to Serbia (as it was the referendum on the Kosovo’s independence) and what Serbia rejected as it should do every patriot.
And Milo Djukanovic said:
“If I were the one who negotiated about the Agreement in Rambuillet I would sign it the very first moment…”
He had said this four days before the aggression against our country and in that way “THE STATUTORY HALF OF YUGOSLAVIA”, gave another big support to the aggressor.
